Go to your Confluence administration. Under Linchpin Enterprise News → Personal News Subscriptions you'll find a tab containing the data.

You can reach this page also via a link in your user menu from your Confluence's frontend.

There's also an input field on top where you can enter users or user groups. These users will be able to access the same data without having to have admin privileges.

These users can access the data via the user menu as well. Other users won't see that entry in their menus and don't have access to the data, even if they enter the page's address manually in their browser.
